سنڌ يونائيٽڊ پارٽي، ڪينال منصوبن ۽ سنڌ جي پاڻيءَ جي حقن تي، آئيني تڪرار جي حل ٿيڻ کان اڳ ئي، جلالپور اريگيشن ڪينال (Jalalpur Irrigation Canal) جي آزمائشي آپريشن (Trial Operation) شروع ڪرڻ جي سخت ترين لفظن ۾ مذمت ڪري ٿي. هڪ اهڙي وقت ۾ جڏهن سنڌ سخت پاڻيءَ جي کوٽ، انڊس ڊيلٽا جي تباهيءَ ۽ پنهنجي زرعي معيشت جي ڏيوالپڻي کي منهن ڏئي رهي آهي، تڏهن مٿانهين وهڪري (Upstream) تي ڪينال منصوبن تي اڳڀرائي ڪرڻ ڪنهن بہ صورت ۾ قابلِ قبول نہ آهي ۽ اهو هيٺانهين وهڪري (Lower Riparian) واري صوبي جي حقن تي سڌي ريت حملو آهي.
اسان مطالبو ڪريون ٿا تہ پيپلز پارٽيءَ جي قيادت ۾ هلندڙ سنڌ حڪومت فوري طور تي ان معاملي کي گڏيل مفادن واري ڪائونسل (CCI) جي سامهون رکي ۽ هن منصوبي کي روڪڻ لاءِ هر آئيني رستو اختيار ڪري. جنهن طريقي سان صدارتي حڪمن ذريعي ڇهن تڪراري ڪينال منصوبن کي اڳيان وڌايو ويو، بلڪل ائين ئي هاڻي هڪ فوري صدارتي حڪم جاري ڪري، اهڙن سمورن ڪينالن ۽ اسٽريٽجڪ پاڻيءَ جي منصوبن کي تيسيتائين معطل ڪيو وڃي، جيستائين سي- سي- آئي (CCI) ڪو آئيني فيصلو نٿي ڪري ۽ سنڌ جي حقن کي مڪمل تحفظ نٿو ڏنو وڃي.
ڪنهن بہ حڪومت کي اهو اختيار ناهي تہ هو هڪ طرفي فيصلن ذريعي سنڌ جي پاڻيءَ جي حق�� تي سودي بازي ڪري. سنڌ جي لکين ماڻهن جي روزگار کي خطري ۾ وجهندڙ اهڙن منصوبن کي اڳيان وڌائڻ جي ڪنهن بہ ڪوشش سان رڳو آئيني بحران وڌيڪ گهرو ٿيندو ۽ فيڊريشن تي عوام جو اعتماد وڌيڪ ڪمزور ٿيندو…!

Sindh United Party strongly condemns the commencement of the trial operation of the Jalalpur Irrigation Canal while the constitutional dispute over new canal projects and Sindh’s water rights remains unresolved. At a time when Sindh is facing acute water shortages, the destruction of the Indus Delta, and the collapse of its agricultural economy, proceeding with new upstream canal projects is unacceptable and amounts to an assault on the rights of the lower riparian province.

We demand that the PPP-led Sindh Government immediately place this matter before the Council of Common Interests (CCI) and take every constitutional measure to halt the project. Just as the six controversial canal projects were advanced through a Presidential directive, a similar Presidential order must now be issued immediately to suspend all such canal and strategic water projects until the CCI reaches a constitutional decision and the rights of Sindh are fully protected.

No government has the authority to compromise Sindh’s water rights through unilateral decisions. Any attempt to proceed with projects that threaten the livelihood of millions of people in Sindh will only deepen the constitutional crisis and further erode confidence in the federation.
