@AndrewMwenda Doesn't the DRC have the rights, as a sovereign state, to bring in any number of mercenaries of their choice to protect themselves from what they perceive as foreign aggression? M23 can bring in foreign mercenaries to help them capture Goma but the Gov't shouldn't get help?
