From what I can see online, running a city like Johannesburg requires someone who is half-priest and half-gangster.

You simply can't run a place like Johannesburg without having the resolve needed to do very unpopular things, like managing the well-funded organised crime elements that have caused havoc in Johannesburg, especially in the inner city and among its people.

Running a city like Johannesburg is not a test of intelligence or smarts.

It's a test of force, a test of will, a test of character.

Consider that even the media may be used to run campaigns against you as you start to encroach on the criminal networks of some wealthy individuals.

Most importantly, it is a test of love for your people.
