✅ Notice of Intent - Administratively Complete. June 1, 2026.
✅ Soil contamination - determined NOT a risk. May 27, 2026.
That second one matters more than it sounds.
Brownfield sites always carry soil contamination risk. It's the environmental wildcard that can kill a project or delay it by months. A licensed professional assessed it and cleared it 5 days ago.
Every gate at Moses Lake is now open.
Here's where the permit timeline stands:
✅ Zoning approved
✅ Demolition permit issued March 19
✅ Public notice expired May 29
✅ NOI administratively complete June 1
✅ Soil contamination cleared
🎯 Ecology permit issuance - target June 13
🔨 Notice to Proceed to Turner -late June / early July
Original construction target was October 2026.
They're tracking 3-4 months ahead of schedule.

The supplier of solar panels with domestic manufacturing is building its first solar cell fab in Texas and expects to start producing cells by the end of the year, notes the analyst, who calls T1 "an important part of establishing an end-to-end US polysilicon-to-solar-panel supply chain." Its customers are eligible for the 48E domestic content bonus, helping to make T1 costs competitive with Chinese suppliers, and T1 may also benefit from the new Section 232 tariffs rules due at the end of June, the analyst noted.
$KEEL Good news is we shouldn't need to do any convertible notes until July or August since Moses Lake is paid for. Sharon and PC will costs around 5 billion together. Maybe 6 billion. This time the notes need to be capped much higher like $40 or $50. Last time I think they capped them a bit low at $11.88 before dilution hits. It's only 588 million, so not too bad. Wouldn't mind them also snagging more sites if they can locate them in PA, Washington, or Canada.
