Today’s questions for the PM’s visit to Patna:

1. Where have Patna’s Smart City and Namami Gange funds disappeared?

2. Will the Bihta airport ever be built?

3. Why has the BJP failed to prevent yet another paper leak?

4. Why has Patna University been denied central university status?

Jumla details below:

1. Patna witnessed large-scale waterlogging and flooding in 2019 and 2020, proving the need for comprehensive investments into its water and drainage systems. However, funds received under the Smart City Project and the Namami Gange project have still gone grossly underutilised. 6 sewage treatment plants (STPs) and 5 new sewerage networks were sanctioned under these schemes, but only 4 of the 11 projects have been completed. According to a CAG report on the six plants under the Namami Gange project, “None of the six STPs and their networks are completed in their entirety, even as the executing agency, Bihar Urban Infrastructure Development Corporation, was sanctioned almost the entire cost of the projects, amounting to Rs 3,288.69 crore.” Currently, all of Patna’s STPs combined have the capacity to treat only half of the city’s daily discharge. As a result, a significant portion of sewage, domestic waste, and biomedical waste is being released directly into the Ganga. Why are these crucial infrastructure projects lagging so far behind schedule? Can the PM tell us why public money has been so poorly utilised?

2. Eight years after it was approved in 2016, there is no sign that the Bihta airport will ever be built. States like Gujarat and Uttar Pradesh have received plenty of airports under the UDAN scheme but Bihar has been left behind. Phase I of construction was supposed to begin in October 2017 and be completed in two years’ time. The timeline was then revised for construction to start in 2018 and be completed by 2021. Although the state government transferred the required land to the centre by 2018, only a boundary wall has been built till date. Can the PM explain why Bihar has been neglected under the UDAN scheme? Will the Bihta airport ever be built?

3. Just last week, it was reported that the NEET-UG question paper was leaked to 20 aspirants in Patna. Under the Modi Sarkar, paper leaks have become a regular occurrence. Neighbouring Uttar Pradesh has witnessed more than 40 paper leaks under BJP rule and Gujarat has emerged as the paper leak capital, from where leaks are orchestrated across the country. Each paper leak takes a massive emotional toll on thousands, if not lakhs of young aspirants who prepare tirelessly for government exams. Why have paper leaks been so rampant under the Modi Sarkar? The #CongressNyayPatra has guaranteed #PaperLeakSeMukti, with foolproof institutions and policies to prevent leaks from occurring, fast-track courts to adjudicate paper leak cases, and monetary compensation to all victims. Is the BJP doing anything to ensure that aspirants never have to face such injustice again?

4. In 2017, PM Modi flat-out denied Nitish Kumar’s request to give Patna University central university status. This has been a long-standing demand of the people of Bihar because students from modest backgrounds are currently forced to leave the state for quality higher education. Many poor families are not able to afford this either. Therefore, central university status for Patna University would change the lives of thousands of students. Why, then, has PM Modi so callously ignored the plight of Bihar’s youth?

On our petition, Income Tax Department and the Income Tax Appellate Tribunal (ITAT) has said that we have to ensure that Rs 115 crores have to be kept in the Banks. This 115 crore is the lien marked in the Bank Accounts.

We can spend an amount over and above that.

This means that Rs 115 crores have been frozen. This Rs 115 crores is much more than we have in our Current Accounts.

A former Union Minister and current BJP MLA in Karnataka, Basanagouda Yatnal has alleged that he holds documents related to a COVID-19 scam worth ₹40,000 crores(!!!) committed by then CM and current BJP Parliamentary Board Member, BS Yediyurappa. He emphasised the fact that the previous BJP State Govt in Karnataka profited over the dead.

The horrific and utterly shameful nature of this crime committed by a very senior BJP leader is the tip of the iceberg of the scale of scams undertaken by BJP governments across the country over the past decade.

By undermining independent institutions and with a tight fisted control over mainstream media, the PM has turned ‘Na khaaonga na khaane doonga’ into ‘khaaonga aur khilaoonga, lekin dikhai nahi dega’.
