From the very beginning of my service as Commander-in-Chief of the Armed Forces of Ukraine, the National Academy of Sciences became a second place of work for me. I knew every corner of this building, where the finest minds of our science and intelligentsia worked. And they knew me.

Today, this very place came under attack, and people close to me lost their lives. Simply because they loved their country. A raging barbarian has dared to commit every crime against humanity – both those documented and those not. And all this is happening in the 21st century, before the eyes of the entire world.

We will certainly rebuild it, our National Academy of Sciences. It will definitely exist. We cannot bring back only those who perished. And, of course, we will never forgive those responsible.

A Russian strike against the building of the National Academy of Sciences of Ukraine. A rescue operation is underway: crews are putting out the fire and searching for people who may have been trapped inside. All services are deployed. Today in Kyiv, a pharmaceutical company and gas stations were also attacked; in Dnipro, a business center; and in other cities and regions, civilian facilities, businesses, and communications infrastructure were targeted as well. Sadly, people have been killed… My condolences to their families and loved ones. Russia will definitely face a response to this. If Russia sees that even members of the Coalition of the Willing are unwilling to articulate a clear strategic objective - namely, helping Ukraine achieve victory and pushing back Russian aggression - why should the Kremlin believe that we will have the resolve to defend NATO itself?
The Coalition of the Willing should, at a minimum, pursue three concrete objectives:
First, we need a substantial increase in military support for Ukraine - for example, a minimum of 0.25% of GDP annually - alongside continued support for Ukraine's financial system to help cover the costs of the war.
Second, we should prepare for a military humanitarian mission to protect Ukrainian cities and critical strategic infrastructure from Russia's massive aerial terror campaign.
Third, we need to apply decisive economic pressure on Russia so that its war machine can no longer operate at its current scale.
