I appeared before the Parliamentary Committee on Education to present the priorities, funding requirements and strategic direction of the State Department for Technical and Vocational Education and Training (TVET) in advancing Kenya’s skills development agenda.
During the session, I outlined the Department’s budget requirement of Ksh. 24.8 billion, comprising Ksh. 21.3 billion for recurrent expenditure and Ksh. 3.5 billion for development expenditure, aimed at sustaining and strengthening the delivery of technical and vocational education and training across the country.
I underscored the importance of adequate and sustained financing in supporting scholarships and trainee support programmes, enhancing institutional capacity, modernising training infrastructure and equipment and ensuring efficient and uninterrupted service delivery within TVET institutions.
The engagement provided an important platform to deliberate on the central role of TVET in equipping young people with industry-relevant skills, strengthening workforce competitiveness, promoting innovation and supporting Kenya’s industrialisation and socio-economic transformation agenda.
Representing the Cabinet Secretary for Education, Julius Migos Ogamba, during the inaugural graduation ceremony of Ugenya Technical and Vocational College, I joined the institution in celebrating the graduation of 717 graduands and reaffirmed the Government’s commitment to strengthening TVET as a key driver of productivity, industrial transformation and youth empowerment.
During the ceremony, I reiterated the CS' message that the future of TVET must be anchored on competence, innovation and industry relevance. Institutions must optimize the use of Government-provided equipment not only for training, but also for production, enterprise development and practical exposure. Machines in institutions must train, produce, innovate and generate value while exposing trainees to real work environments that strengthen workplace readiness.
I challenged the institution to continue thinking beyond its size and focus on producing graduates whose skills can compete nationally and globally because skills are standardized and competence must remain uncompromised. I also relayed the Cabinet Secretary’s call for TVET institutions to embrace micro-credentials as flexible, industry-responsive pathways for upskilling and reskilling in emerging areas aligned to labour market demands.
I was particularly impressed by the Journalism trainees, whose creativity, confidence and professional presentation demonstrated the practical competence being nurtured within the TVET sector. Their performance reflected the strength of Competency-Based Education and Training and the growing capacity of TVET institutions to nurture talent that is relevant, competitive and responsive to the evolving demands of the modern economy.

Honored to engage the TVET fraternity and Public Service Commission during the entry meeting on the development of HR instruments for the TVET institutions.
The focus is a structured HR framework defining career entry, progression, specialization and leadership pathways across institutions.
The instruments will be standardized and responsive to institutional realities, strengthening governance and workforce planning. This is a strategic reform aimed at professionalizing the sector and improving delivery outcomes.
With clear deliverables and firm timelines, implementation discipline remains critical. The objective is a future-ready TVET system driven by competent personnel, strong institutions and measurable performance, positioning TVET as a central driver of skills and national transformation.

Day One of the World Bank-led Study Tour Mission of the Malaysia TVET Sector has reinforced a critical truth: TVET reform succeeds when governance, industry, financing and data work together.
Malaysia’s coordinated National TVET Council model demonstrates how whole-of-government alignment, centralized data and unified standards reduce fragmentation and strengthen accountability. Equally instructive is the HRD Corp levy system, where industry directly co-finances skills development ensuring training remains intentional, directly relevant, outcome-driven and market-validated.
For Kenya, these lessons affirm the CBET reforms: industry-embedded training and evidence-based planning are essential to building a responsive, future-ready skills system.
This positions TVET as a credible engine for workforce productivity, labour-market alignment and economic transformation.
