Israel approved 3,401 settlement units in E1 last August. This week it opened bidding on 1,234 of them.

The UN says the plan replaces 18 Palestinian communities with settlers. About 4,000 people, most already refugees from 1948.

A Palestinian farmer's donkey was stolen and dragged to death behind a vehicle in the South Hebron Hills. Al Jazeera named Avichai Suissa among the settlers involved.

The EU already had a file on him. In May they sanctioned him personally for "facilitating and encouraging serious human rights abuses in the West Bank," and sanctioned his organization for supporting 28 violent outposts and recruiting armed volunteers.
