@AJEnglish E1 has been repeatedly shelved since the 90s under international pressure, specifically because it cuts the West Bank in two and kills any contiguous Palestinian state. Reviving it now undermines the entire framework Oslo was built toward.

This isn't isolated. B'Tselem logged 17 separate livestock thefts from Palestinians in the first five months of this year alone. Soldiers stood by for eight of them.

A Palestinian farmer's donkey was stolen and dragged to death behind a vehicle in the South Hebron Hills. Al Jazeera named Avichai Suissa among the settlers involved.
The EU already had a file on him. In May they sanctioned him personally for "facilitating and encouraging serious human rights abuses in the West Bank," and sanctioned his organization for supporting 28 violent outposts and recruiting armed volunteers.
