Aakhir koi bhi sarkar reservation ko haath lagane se itna kyun darti hai?

आइये समझते हैं ?

“Reservation hata denge” bolna social media par bahut easy hai.
Lekin ground reality thodi alag hai.

1. Reservation kisi ek government ki scheme nahi hai.
SC/ST और OBC reservation का constitutional और legal framework है. Article 16(4) State को inadequate representation वाले backward classes के लिए reservation देने की अनुमति देता है.

2. Central government jobs में आज भी 15% SC, 7.5% ST और 27% OBC reservation है.
यानी इसे हटाना कोई एक notification निकालकर खत्म कर देने वाली चीज़ नहीं है.

3. फिर सवाल आता है—सरकार चाहे तो कानून बदल नहीं सकती?
बिल्कुल, Parliament कानून बदल सकती है. Constitution में amendment भी हो सकता है.
लेकिन उसके लिए पूरा constitutional process है. कोई सरकार अकेले बैठकर रातों-रात reservation delete नहीं कर सकती.

4. और सबसे बड़ा political reality check—SC/ST/OBC population कोई छोटी संख्या नहीं है.

ये करोड़ों लोग हैं, जिनके लिए reservation सिर्फ “एक quota” नहीं बल्कि education, government jobs और representation में हिस्सेदारी का सवाल है.

किसी भी elected government के लिए इतने बड़े social coalition को ये कहना कि “अब तुम्हारा हिस्सा खत्म” करना political suicide जैसा फैसला होगा.

5. और reservation का सवाल सिर्फ गरीबी का सवाल भी नहीं है.

गरीबी के लिए अलग policies हो सकती हैं.

Reservation का मूल सवाल representation और historical social exclusion का है.

इसीलिए “गरीब तो हर caste में हैं” कहना reservation की पूरी logic को समझे बिना बहस करना है.

6. एक और बात—reservation ने inequality magically खत्म नहीं कर दी है.

अगर representation पूरी तरह बराबर हो चुकी होती, अगर caste discrimination खत्म हो चुका होता, तब reservation के future पर गंभीर debate करना ज्यादा आसान होता.

लेकिन आज भी State खुद SC/ST/OBC representation के लिए reservation policy चला रहा है.

7. इसलिए “सरकार आएगी और reservation खत्म कर देगी” वाला सपना थोड़ा unrealistic है.

किसी policy में reform हो सकता है.
Implementation पर बहस हो सकती है.
Creamy layer, sub-classification, quota के भीतर representation जैसे मुद्दों पर debate हो सकती है.

लेकिन पूरे reservation system को एक झटके में खत्म कर देना?

इतना simple नहीं है.

8. और मेरी सबसे सीधी बात—

अगर reservation हटाना है तो सिर्फ ये मत बोलो कि “merit के साथ injustice हो रहा है.”

पहले ये बताओ कि caste-based inequality और unequal representation को खत्म करने का तुम्हारा alternative क्या है?

क्योंकि quota हटाने से caste system अपने-आप खत्म नहीं हो जाता।

Reservation पर बहस करो, reform की बात करो, data लेकर आओ।

लेकिन जिस दिन social justice को ही problem बताने लगोगे, उसी दिन असली problem शुरू होगी।
