जनता दल (यूनाइटेड) की जागरूकता मुहिम 'फरक्का जल संधि पर नीतीश संवाद' का दूसरा चरण 6 अक्टूबर से शुरू होगा।
बिहार को पिछले तीन दशकों से दोहरी मार झेलनी पड़ रही है- फरक्का बराज के कारण गंगा में गाद भरने से राज्य में बाढ़ का प्रकोप बढ़ा है, जबकि दिसंबर 1996 में हुई फरक्का जल संधि के कारण गर्मियों में जल संकट का सामना करना पड़ता है।
बिहार सरकार की दूरगामी 'गंगा जल आपूर्ति योजना' इसका एक बड़ा उदाहरण है। योजना के तहत गंगा के जल को मॉनसून के सिर्फ चार महीनों में हाथीदह से लिफ्ट कर पाइपलाइन के जरिए राजगीर, गया, बोधगया और नवादा पहुंचाया जा रहा है और शहरी क्षेत्र में हर घर में पेयजल के रूप में आपूर्ति की जा रही है। साल के शेष आठ महीनों में हम गंगा का पानी लिफ्ट नहीं कर सकते, क्योंकि जल संधि के कारण पानी बांग्लादेश को देना है।
अब जबकि दिसंबर 2026 में इस जल संधि की समय-सीमा समाप्त हो रही है, @Jduonline की मांग है कि इसका नवीनीकरण नहीं हो और बिहार की वर्ष 2050 तक की जल जरूरतों को ध्यान में रख कर ही आगे कोई बात हो।

भारत निर्वाचन आयोग (ECI) की आज नई दिल्ली में हुई बैठक में लिए गए फैसलों और मुख्य निर्वाचन आयुक्त ज्ञानेश कुमार तथा निर्वाचन आयुक्त एसएस संधू व विवेक जोशी द्वारा जारी सर्वसम्मत स्पष्टीकरण ने संवैधानिक संस्थाओं के संबंध में फैलाई जा रही भ्रांतियों को बेबुनियाद साबित कर दिया है। इससे पुनः स्पष्ट हुआ है कि विशेष गहन पुनरीक्षण (SIR) जैसे निर्णय सामूहिक रूप से और संस्थागत प्रक्रियाओं का कड़ाई से पालन करते हुए लिए जाते हैं।
विपक्ष द्वारा यह भ्रम फैलाया जा रहा था कि SIR पर आयोग के भीतर सहमति नहीं थी और कैबिनेट सचिव को हस्तक्षेप करना पड़ा। आधिकारिक रिकॉर्ड ऐसे दावों को पूरी तरह खारिज करते हैं। चुनाव आयोग ने स्पष्ट किया है कि कैबिनेट सचिव के साथ हुई बैठक किसी नीतिगत मामले या आईटी विभाग से संबंधित नहीं थी; बल्कि इसका उद्देश्य केवल प्रतिनियुक्ति पर आए एक अधिकारी पर चर्चा करना था।
इसके साथ ही, बैठक में लिए गए फैसले दर्शाते हैं कि आयोग SIR में निष्पक्षता के साथ-साथ जन-सुविधा के लिए भी प्रतिबद्ध है। बीएलओ (BLO) द्वारा घर-घर जाकर फॉर्म संग्रह करना, बुजुर्गों, बेघरों व गरीबों के लिए विशेष शिविर लगाना और ऑनलाइन सुनवाई जैसी व्यवस्थाएं आयोग द्वारा बरती जा रही पारदर्शिता का प्रमाण हैं। इसके बावजूद, चुनाव आयोग जैसी प्रमुख संवैधानिक संस्था के खिलाफ दुष्प्रचार करना दुर्भाग्यपूर्ण है और विपक्ष को इसके लिए देश से माफी मांगनी चाहिए।
मतदाता सूची का समय-समय पर पुनरीक्षण (SIR) बोगस वोटिंग रोकने और लोकतंत्र की शुचिता के लिए जरूरी है। बिहार सहित जिन 20 राज्यों व केंद्र शासित प्रदेशों में SIR संपन्न हुआ है, वहां संशोधन के लिए पर्याप्त समय और अवसर दिए गए।
बिहार पहला राज्य है जहां SIR की प्रक्रिया संपन्न हुई थी। SIR के खिलाफ विपक्ष के नेता बिहार में यात्रा निकाल रहे थे। इसके बाद राज्य में विधानसभा चुनाव हुआ। देश-विदेश के पत्रकारों ने बिहार चुनाव को ग्राउंड जीरो से कवर किया, लेकिन कहीं से भी सामूहिक रूप से नाम काटे जाने की कोई शिकायत नहीं मिली। पूरा चुनाव शांतिपूर्ण ढंग से संपन्न हुआ और NDA को प्रचंड जनादेश मिला।
चुनावी हार से बौखला कर संवैधानिक संस्थाओं के खिलाफ भ्रामक प्रचार करने और भारतीय लोकतंत्र तथा चुनावी प्रक्रियाओं पर दुनिया के भरोसे को कमजोर करने के प्रयास दुर्भाग्यपूर्ण हैं। देश की लोकतांत्रिक प्रक्रियाओं में जनता का विश्वास बनाए रखना सभी राजनीतिक दलों की सामूहिक जिम्मेदारी है।

It was a pleasure to interact with a diverse group of accomplished members of the Bihar diaspora in New York, including global executives, entrepreneurs, investors and community leaders. Despite my engagements at the Climate Week, I was glad to spend time discussing how their experience and networks can contribute to Bihar’s development.
