Ethanol in India: the complete story in 20 points
(from various media reports and official stats)

1) India’s ethanol challenge was to produce enough amounts. Now India produces more than the domestic market can absorb.
2) This surplus has emerged even as the E20 rollout - 20% ethanol-blended petrol - faces consumer criticism.
3) India’s annual ethanol-production capacity has crossed 20 billion litres (2,000+ crore litres).
4) Media reports show another 4 billion litres of capacity becoming operational this year.
5) Demand has not expanded equally fast: the government’s E20 blending absorbs ~11 billion litres annually.
6) Non-fuel users are the liquor companies, pharmaceutical firms and chemical manufacturers, which consume another 3–3.5 billion litres a year.
7) Reports claim Total annual domestic demand, covering fuel and non-fuel uses, at ~1,450 crore litres, (14.5 billion litres).
8) So ~700 crore litres (7 billion) of surplus capacity has no domestic buyers.
9) This oversupply is visible on factory floors, with distilleries operating at only about 60% of installed capacity.
10) Expected utilisation to improve to only 65–75% during the next 3 years, suggesting that the imbalance may continue. That is a worry.
11) Maharashtra, a major ethanol-producing centre, is expected to bear a significant part of this regional production glut.
12) Not all ethanol is converted into fuel: nearly 18.7% of demand comes from undenatured ethanol used in IMFL, country liquor, pharmaceuticals and laboratories.
13) The associated extra-neutral alcohol, or ENA, market reached ~3.8 billion litres in 2025.
14) This ENA demand is growing by ~5% annually, driven partly by consumers shifting from country liquor to Indian-made foreign liquor.
15) Ethanol and ENA are also used in antiseptics, vaccines, antibiotics, cosmetics, detergents and hand sanitisers - a category expanding by about 9–11% annually.
16) Distillers therefore want permission to export surplus ethanol to Nepal, Bangladesh and Indonesia, which have introduced or are considering 10% ethanol-blending targets but lack sufficient feedstock and distillation capacity.
17) The All India Distillers’ Association argues that such exports could provide an interim outlet, raise plant utilisation and offer temporary relief to distilleries.
18) Regulation does not allow exports of first-generation ethanol made from sugarcane, maize or grain remain prohibited.
19) Only second-generation ethanol, produced from crop residue and biomass, received export clearance - and that in September 2025. India’s existing non-fuel-grade exports go mainly to Tanzania, Angola and Kenya, with some reaching Iraq and Nepal. Nepal is considering a 10% blending mandate, while exporters are also examining the wider SAARC market.
20) The industry is exploring new products and greater transparency: Praj Industries expects the first commercial order for its bio-isobutanol, or Bio-IBA, technology in the current quarter of FY27.

The Central Information Commission has ordered PPAC to disclose historical data on petrol production and imports, ethanol procurement and blending, petroleum-sector profits and relevant blending notifications under the RTI framework.
