23 मई 2025 माननीय सुप्रीम कोर्ट द्वारा OGAS के फेवर में सुनाएं गए ऐतिहासिक फैसले को लागू किए बिना हर कोशिश अधूरी है। जब सरकार किसानों के तीन कानून वापस ले सकते हैं तो 13 हजार कैडर अधिकारियों के पदोन्नति के लिए रोड़ा बने सीएपीएफ जनरल एडमिनिस्ट्रेशन बिल 2026 वापस क्यों नहीं? हम फिर से इस काले कानून के खिलाफ जल्दी ही सड़कों पर उतरेंगे।

हमने तो पहले ही कहा था कि CCTV का नाम ‘चढ़ावा-चोरी TV’ साबित होगा। जिन लोगों ने ‘सत्रह’ बार लूटा वो सैंकड़ों साल से इतिहास में बदनाम हैं, जिन्होंने केवल 40 दिन में ‘सत्तर’ बार लूटा वो तो इतिहास में इस महापाप के लिए ‘सात’ जन्म���ं के लिए काले अक्षरों में दर्ज़ हो जाएंगे। ये सोचा जाए जिन्होंने सात हफ़्ते में इतनी चोरी कर ली है, उन्होंने पिछले इतने सालों में कितना चुराया होगा, कितना आपस में बाँटा होगा, कितना चुपके से छुपाया-दबाया होगा और कितना अपने मुखिया तक पहुँचाया होगा।

The action against CAPF officers is not merely a service matter. It is a direct reflection of the deeper disease of Indian governance, where the institutional interests of the IAS, IPS and IRS officer lobbies are repeatedly placed above the interests of citizens, taxpayers, field personnel and the nation.

India removed British rule, but it did not remove the British bureaucratic structure. The colonial State was designed to rule over people and kept their interest above everything. It is not to serve people. Unfortunately, the same spirit survives through the dominance of the IAS, IPS and IRS cadres, where service tags have become instruments of privilege, control, enormous wealth and insulation from accountability.

These cadres exercise enormous influence over policy, postings, vigilance, administration, institutional information and disciplinary systems. Elected governments, which want to cover up their misdeeds or enforce their vested interests or to rule not serve, become dependent upon this feudal structure as this feudal structure is suitable to crush opponents, control media, protests and institutions and suitable to rule rather serve. This dependence gives these cadres the advantage and power to do fearless corruption and harass citizens and subordinates.

The CAPF issue exposes the same pattern. CAPF officers fought a long legal battle and secured recognition of legitimate rights. Yet when their career progression threatened the monopoly of the IPS over senior CAPF posts, resistance followed. The question is simple: what does the citizen lose if an experienced CAPF officer becomes Director General of his own force instead of an IPS officer occupying that post? The opposition is not based on national interest; it is based on IPS cadre interest.

This is why bureaucratic reform cannot be avoided. A democracy cannot remain hostage to IAS, IPS and IRS cadre dominance. Until India confronts this feudal bureaucracy directly, corruption, administrative failure and injustice will continue under different names.
