We usually think a shipment starts when the vessel leaves the port.

By that point, the cargo has already been produced, inspected, documented, and lined up for the journey ahead.

The cargo still has to be unloaded, processed, and moved through local logistics before it finally reaches the people or businesses waiting for it.
