If a 13yr old buys alcohol from a shop the shopkeeper is prosecuted.
If a 13yr old got a tattoo the tattoo artist would be prosecuted.
If a 13yr old went on a sunbed the salon would be prosecuted.
If a 13yr old bought a scratchcard the shop would be prosecuted.
If a 13yr old bought fireworks the shop would be prosecuted.
None would get away with saying well the 13yr old made the choice so its on them.
So if a 13yr old has been having sex with an adult (even if it was consensual) the adult should be prosecuted.
