No it is the result of 14 years of austerity when roads, schools and hospitals were not maintained. As in everything if you don’t maintain then there is a bigger cost to sort it out.

@markrwilliamson I spent an hour trying to find a space in Car Park 1. Surely Car Park 2 would be closer to the station but Greater Anglia suggesting parking at Addenbrookes is against the whole rationale for Cambridge South Station.
