If you spend even minimal time working in drug enforcement, you know the goal is always the people at the top. It is well understood that taking individual dealers and traffickers out of the system has little to no impact on the overall goal of reducing illegal drug trafficking and use. This kind of monitoring sounds like something well within the normal process of pursuing the higher levels of organized crime.

It is also telling that there is no actual discussion of the results of these investigations. If the investigations had led nowhere we would have seen it in the reporting. Instead, more likely, there were positive results, but such results are not public information. This means that the speculation that the investigation led to grave harm to the community can't be countered, without jeopardizing future investigations.
