Main question is polling rate. Your input processing is handled by your cpu so I would try turning on reflex if it isnt already on.

Reduce your rate to 4000hz -> 2000hz -> 1000hz until the stutter is gone.

@TheTacoTim I go in with free kits a lot and my team mates always complain. The way I see it is, the TTK is so nice that no matter what you have you can be helpful in a team fight. Less advantage obviously but hasn't stopped me from winning 1v2 or atleast trading to let my team with.
