Harald Malmgren's entire tale of holding a Q clearance and being tasked by President Kennedy to investigate an October 1962 UFO knockdown is pure fantasy. Harald Malmgren never held a Q clearance. In the real world, in October 1962 Malmgren was a 27-year-old economist at a 500-person Pentagon-affiliated think tank. Malmgren was never an aide to Kennedy or Secretary McNamara. Nor did Malmgren ever claim such past experience or credentials in sworn federal job applications and professional-experience records that he signed and certified in 1963, 1964, 1967, and 1970. These authenticated documents are all radically inconsistent with Malmgren's 21st century Twitter-YouTube fan fiction.

For example, the long-classified FBI files that I got declassified in early May, 2025, show that Malmgren filled out, signed and swore to (in 1970 and again in 1971) federal Standard Form 86 (Security Investigation Data for Sensitive Position), on which he was REQUIRED to list his high clearance history; he never claimed to have held a Q clearance (although if he'd had one it would have been an impressive credential, but not consistent with his real jobs, which all dealt with economics). Malmgren's first federal government employment started the last month of the Kennedy Administration (Oct. 29, 1963), as a part-time "international economist (consultant)" in the State Department Bureau of Economic Affairs, on a pay-per-day basis. In October 1964 he began his first full-time federal job as a GS-17 "economic policy advisor" to the White House official responsive for trade negotiations.

FOIA release: The Pentagon identified 666 pages responsive to my request for SANCORP work supporting IPMO (Influence and Perception Management Office), AARO and CI&S (Counterintelligence & Security). The IPMO records describe a Pentagon office built around influence and deception, unfortunately 438 pages were withheld in full.
The original AARO–SANCORP contract and AARO work statement were released by @theblackvault in 2023 https://t.co/ick2b2LDXr I also asked for SANCORP’s work for IPMO and CI&S and final reports, analyses, briefings, or presentations formally submitted to the Government in performance of the contracts.
2022 work statement describes IPMO as a newly established office tasked with developing “broad thematic influence guidance” focused on key adversaries and “competitive influence strategies” focused on specific defense issues.
SANCORP contractors were tasked to help develop strategy, plans and policy for DoD “influence, deception, and perception management” operations, activities and investments. They were also to produce reports and briefings for Congress and senior Executive Branch officials. IPMO engagements extended to the Executive Office of the President, NSC, Congress, military services, combatant commands, other federal agencies and foreign partners.
The contract required support involving SCIFs and SAPFs, Special Access Programs, Program Access Requests, ACCM access, classified records and coordination with an NSA/CSS representative
The estimated workforce was substantial: 12 core FTEs, including seven Senior Operations Specialists, plus up to eight optional personnel, potentially 20 contractor positions. The contract was a direct sole-source award to SANCORP, price and labor details were redacted.
One interesting detail when these IPMO records are read alongside AARO’s own July 2022 work statement previously released by The Black Vault:
In the section 5.6 dealing with AARO’s money and internal paperwork, the document refers to “DIR IPMO,” meaning the Director of IPMO, seven separate times.
It says that AARO budgets, fund transfers, financial reports and internal documents were reviewed or approved by the Director of IPMO, a Pentagon influence office. Yet elsewhere, the same document states that AARO’s Director reported directly to the Under Secretary of Defense for Intelligence & Security, not to IPMO. This may be a drafting/copy-paste error.
But if it was not, it raises the question why was the head of a Pentagon influence office reviewing or approving AARO’s finances and internal paperwork when AARO was formally described as reporting elsewhere? The released records do not explain it.
You will notice that I narrowed my initial request to final reports, analyses, briefings and presentations submitted in 2023–25. However, no substantive IPMO deliverable was released in readable form. Instead, pages 229–666 are blanked out entirely under (b)(4)/(b)(6). I intend to appeal. https://t.co/Boz9cL2Ah9
