This may be one of the most significant Labour speeches of my lifetime. Because Andy Burnham is the likely next PM, & the agenda is genuinely structural: prioritising council housebuilding, major decentralisation, greater public control of essentials and a rewiring of Whitehall.

LEADERSHIP
– Letting MPs be authentic representatives and not using the whip system to create fear
– The political direction I set is not up for negotiation but I will build an inclusive team at the highest level
– I will not announce those decisions on appointments until the end of this process, so feel free to discount to wild speculation
– I will reach out to other parties to find as much common ground as we can
GOVERNANCE
– The civil service is full of good people held back by the structure/culture - too many silos
– The whole country suffers when the regions and nations are not reaching their potential – incl Londoners who are left with an overheated economy and crowded housing market
– This will be the biggest rebalancing of power our country has seen
– Change will be driven through the Prime Minister’s office in an extended operation based here in Manchester
– But it will only be based here – the job of ‘No 10 North’ will be to make power flow into every part of the country
ECONOMY
– Priorities: reform of essential utilities (greater public control with 10-year plans to bring down costs to households and businesses), reindustrialisation (industrial clusters, private and public investment at place-based level) and the regeneration of places
– UK public procurement has been based on chasing cut price deals around the world instead of our own suppliers – now, every pound raised from taxpayers will work harder for them, and all eligible public contracts will be subject to proper social value weighting
OTHER
– Education: shaping it all around the university route will end – parity for technical routes
– Repair public housing stock and No 10 North will oversee biggest council house building programme since postwar era
– Reform business rates
Not going to take risks with public finances – but will seek to give people breathing space as soon as I can

Been asked by some journos if I’m “concerned” Andy Burnham will eat into the Green Party’s rising support. If he does so it means he’s got the right policies. If he attracts left-wing voters back to Labour he’ll be doing the right thing for the country. Tribalism is not important
