One significant change in adopted text of the Title II #NetNeutrality proposal: Several references to adopting a "uniform" nationwide rule deleted, and proposal is now for "primarily" a national framework, with a "uniform floor" of conduct rules.

This could leave open the door to CA, NY, and other states adopting more aggressive conduct rules.
