2/ Ensuring equitable book access is the best way to keep kids reading all summer: library cards, books at home, long term loans from school. You cannot motivate kids to read much if they don't have anything engaging and accessible to read!
As schools design summer reading programs, please resist competitions/contests that create reading winners & losers. Readers motivated for personal reasons are more likely to remain interested in reading than readers who are externally motivated through rewards.
