I also tried sending web forms but I didn't get any receipt or delivery confirmation. I was wondering is there any other option that I haven't tried to inform IRCC of "important changes"?

@CitImmCanada I have been trying for a week to speak to an agent and report change of address for my first PR card. Center is always experiencing high volume of calls, regardless of the calling time. Portal doesn't work and cannot find my application.

@NewsroomGC hope they could highlight the situation of people who have passed all the steps and got their confirmation of permanent residency (COPR) but are banned from entering Canada for more than 14 months without a clear plan. This is absurd when many temporary visa holders can enter.

This discrimination is so unfair in a Country claiming welcomes all color and all kind of diversities...
I do not know how to digest it! If the border was closed, it was OK. but the border is closed only to PRs... . Many people are worried and think their status may got revoked!

I just wanted to add sth. I feel this is discriminatory, because almost everybody else can enter Canada! Canada's border is not closed at all!
Students, temporary workers,

tourists with family in Canada, work permits and many other groups can find a way in. Apparently the only group carrying virus is permanent residents who got their PR after 18Mar.
if you apply for student visa, you are COVID free, but if you are a PR, YOU ARE THE DANGER ITSELF!
