तो सिर्फ फंड रिलीज करना काफी नहीं है — जिम्मेदारी भी तय करनी होगी।

ठेकेदारों से सिर्फ लागत , डेडलाइन और कमीशन पर सहमति न हो ,
एक शर्त ये भी होनी चाहिए कि अगर सड़क, पुल या नाली 10 साल से पहले टूटती है, तो उसकी मरम्मत का पूरा खर्च उसी ठेकेदार को उठाना होगा।
