Under the chairmanship of the Russian Federation, a regular meeting of the Commission of Senior Officials of the Ministries and Agencies of the Shanghai Cooperation Organisation (SCO) Member States Responsible for Foreign Economic and Foreign Trade Activities (CSO) was held via videoconference.

Participants held a substantive discussion on the Draft Action Plan for 2026–2030 aimed at implementing the Programme of Multilateral Trade and Economic Cooperation among the SCO Member States.

The meeting of the CSO was held as part of the preparations for the upcoming Meeting of the Council of Heads of Government (Prime Ministers) of the SCO Member States, scheduled to take place in Moscow on November 17–18, 2025.

The CSO was established by a decision of the Meeting of Ministers of the SCO Member States Responsible for Foreign Economic and Foreign Trade Activities on September 6, 2003. Its activities are governed by the SCO Rules of Procedure, adopted on June 11, 2010.

At the initiative of the Russian Federation, a meeting of experts from the Shanghai Cooperation Organisation (SCO) member states on the development of physical culture and sports was held via videoconference. The meeting brought together officials and representatives from the relevant ministries and agencies of the SCO member states.

During the session, participants reviewed the Russian Federation’s proposals to establish a Working Group on Physical Culture and Sports within the SCO framework and to organize an international sporting event in 2026 with the participation of interested SCO countries.

The discussion focused on practical measures to advance sports cooperation under the SCO framework, promote the values of a healthy lifestyle, and strengthen humanitarian ties.

The participants agreed that the implementation of these initiatives would help foster mutual understanding and friendship in the spirit of “Shanghai Cooperation,” while creating new opportunities for the development of both amateur and professional sports across the SCO region.

A meeting was held at the Secretariat of the Shanghai Cooperation Organisation (SCO) in Beijing between Deputy Secretary-General Suhail Khan, representatives of the Department of Innovation and Scientific and Technological Development of the National Development and Reform Commission (NDRC) of China, and the Administrative Committee of the Zhongguancun Science Park.

During the discussion, the parties exchanged views on promising areas of cooperation between Zhongguancun Science Park (Beijing) and SCO member states in the fields of higher education, science, and technology, including the development and application of artificial intelligence technologies.

The 32nd China Yangling Agricultural Hi-Tech Fair and the Shanghai Cooperation Organisation (SCO) Agricultural Exhibition officially opened in Yangling, Shaanxi Province, China. Both events were held at the SCO Demonstration Base for Agricultural Technology Exchange and Training, located within the Yangling National Agricultural High-Tech Industry Demonstration Zone.

The event brought together senior representatives from SCO member states and dialogue partners, heads of diplomatic missions accredited in China, UN experts, and leaders from the agricultural and business sectors.

The opening ceremony featured remarks by Zhu Yuxin, Vice Chairman of the CPPCC National Committee, Jiang Wensheng, Vice Minister of Agriculture and Rural Affairs of China, and other distinguished guests. Representing the SCO Secretariat, Deputy Secretary-General Oleg Kopylov outlined the Organization’s priorities in the agricultural sector, emphasizing the commitments made in the Tianjin Declaration (September 1, 2025) to strengthen cooperation in agriculture, food security, and agricultural education across member states.

On the sidelines of the Expo, a SCO Roundtable on the Development of Modern Agriculture was held under the chairmanship of Zhao Gang, Governor of Shaanxi Province. Participants discussed ways to enhance collaboration, promote digital and green technologies, and accelerate innovation-driven growth within the SCO region.

A symbolic ceremony was also held to inaugurate the SCO Demonstration Base Institute for Agricultural Technology Exchange and Training, further underscoring the growing importance of multilateral cooperation in advancing sustainable agriculture.

On October 25, 2025, SCO Secretary-General Nurlan Yermekbayev attended a ceremonial meeting dedicated to the 80th anniversary of Taiwan’s liberation from Japanese occupation, held at the Great Hall of the People in Beijing.

Wang Huning, Member of the Political Bureau of the CPC Central Committee and Chairman of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC), delivered a keynote address.

He emphasized that the establishment of Taiwan Liberation Memorial Day demonstrates the firm and unwavering resolve of all ethnic groups in China to uphold the One-China principle, safeguard national sovereignty and territorial integrity, and reaffirm that Taiwan is an inseparable part of China. He called for adherence to the principles of peaceful reunification and “One Country, Two Systems”, the One-China principle, and the 1992 Consensus, as well as for joint efforts to preserve the great achievements of the victory in the War of Resistance Against Japanese Aggression.

The event was attended by approximately 500 representatives from various sectors of Chinese society, including compatriots from Taiwan, as well as heads of diplomatic missions and international organizations accredited in Beijing.

On October 24, 2025, during the 18th session of the Standing Committee of the 14th National People’s Congress (NPC), a resolution was adopted officially designating October 25 as Taiwan Liberation Memorial Day.

On October 23, 2025, at the Shanghai Cooperation Organisation (SCO) Secretariat in Beijing, the Ambassador Extraordinary and Plenipotentiary of the Kyrgyz Republic to the People’s Republic of China, Ms. Aktilik Musaева, held briefings for the media and the diplomatic corps dedicated to outlining the priorities of Kyrgyzstan’s chairmanship in the SCO for 2025–2026.

The events were attended by ambassadors and senior diplomats accredited in China from SCO member states, observer states, and dialogue partners, as well as representatives of the Ministry of Foreign Affairs of the People’s Republic of China, and Chinese and international journalists.

The briefings were opened by SCO Secretary-General Nurlan Yermekbayev, who delivered welcoming remarks. He extended his best wishes to the Kyrgyz side for a successful and productive chairmanship, expressing confidence that Kyrgyzstan, as one of the founding members of the Organisation, would make a significant contribution to strengthening unity, enhancing efficiency, implementing practical cooperation projects, and expanding the Organisation’s international engagement.

Ambassador Musaева noted that during the SCO Summit held in Tianjin on September 1, 2025, President Sadyr Japarov of Kyrgyzstan introduced the official motto of the chairmanship:

“25 Years of the SCO: Together Toward Sustainable Peace, Development, and Prosperity.”

In this context, the Ambassador outlined her country’s chairmanship priorities, announced a series of planned meetings and events for the current and following year, and shared plans to advance cooperation within the SCO framework in the fields of security, economy, digitalization, ecology, and sustainable development, as well as cultural and humanitarian collaboration.

Among Kyrgyzstan’s key objectives are:
• Maintaining long-term stability and security in the region;
• Unlocking the potential of economic cooperation;
• Promoting digital transformation while effectively countering cyber threats;
• Advancing the sustainable development agenda, including environmental protection, climate action, and disaster response; deepening cultural and humanitarian ties between SCO member states.

The event, organized by the People’s Government of Jiangxi Province and the China Light Industry Association, was inaugurated by Mr. Qi Xuchun, Vice Chairman of the 12th National Committee of the Chinese People’s Political Consultative Conference (CPPCC), and brought together over 1,000 delegates, including ambassadors, senior officials, experts, and representatives from the business community.

In his opening address, the SCO Secretary-General highlighted the important role of the ceramic and porcelain industry in promoting international cultural dialogue, noting that porcelain has long served as a “cultural ambassador” of China to the world — just as the SCO serves as a platform for dialogue among different civilizations.

Mr. Yermekbayev also outlined the key outcomes of the SCO Summit in Tianjin (September 1, 2025) and the Meeting of SCO Ministers of Culture (July 7, 2025), emphasizing enhanced cooperation in the areas of craftsmanship, folk art, traditional medicine, and tourism.
He proposed expanding collaboration with the People’s Government of Jiangxi Province and the city of Jingdezhen in these fields.

On the sidelines of the exhibition, the Secretary-General met with Mr. Yin Hong, Secretary of the CPC Jiangxi Provincial Committee, for an in-depth exchange of views on the current state and prospects of cooperation between Jiangxi Province and SCO member states, particularly in cultural exchanges and traditional medicine.
Both sides reaffirmed their commitment to further deepening practical cooperation to achieve tangible results.
