Just saying cops will likely perceive bullying as violence. They will NOT respond with an equal form or amount of violence. The response will be an increased level of violence. Its classic authoritarian escalation.

There's no reason to think that one act of violence will be met with another act of violence that is less severe.

Pretty sure the cops will view bullying as violent. It may not be physically violent, but it will be perceived as violent nonetheless.
