Ok for those of you that want an actual @Borderlands list of things to change for FPS without sacrificing (too much) quality:
I have everything set to max EXCEPT the following:

The biggest hits to performance is having DLSS at full resolution (DLAA is a massive performance hit), lighting quality/reflections quality (this is raytracing, which is a big hit), voumetric cloud, and volumetric fog.
- and I gained another 10 fps by turning off volumetric cloud shadows.
Note: Running this without DLSS made the shadows "glitter" or have a film grain effect. Enabling DLSS smoothed this out considerably, which is why I turned it on (see 2nd video).
Currently, without framegen I am around 100-120fps at 1440p.
My rig is a 13900k, ddr7200 ram, and a 4090.
Everyone else's rigs are different, but those sliders for lighting, reflections, and shadows will be the biggest GPU hit overall and should be the go-to for adjusting the game to gain the most frames.
You can also adjust the DLSS amount down to "performance" and see how it feels.
I hate frame gen in games, and I'm trying to get away from it as much as possible.
