[This is because of the arrogance and myopic vision of the special assistant of that time. Transparency is always welcome. Most of government tenders are done by open tender in Bangladesh. Was that able to prevent corruption under any regime? Unicef has its own sytem to prevent coruuption. Was Unicef more corrupt than the bidders of GoB tender? Probably not. He and his boss (Nur Jahan Begum) cannot avoid the responsibilty. Even if we consider they did it for transparency, then where was the pragmatism? Did they have any plan B? Answer is no. These people should be punished for playing with the life of so many children. I have not seen such an inefficient health ministry since I started working with them.

The special assistant guy is now saying no changes in procurement rules were done.

Then why was there no vaccines? Just how stupid does he think we are? He is directly responsible for killing those babies.

The embassy team also requested them to go for open tender after having enough buffer for 15 months. His response was - আপনারা technical assistance দেয়ার নামে মন্ত্রনালয়ের লোকজনকে incapacitate করে ফেলেছেন। এই কারনে ওরা এখন সময় মতন কাজ করতে পারছে না।]
