I prefer 2049 by a long shot but Soldier is one Anderson's better movies. By all accounts, issues with the studio is why he went independent after this.
Even though it's not perfect, I still stand by that Soldier (1998) is one of the few good movies from Paul W.S. Anderson and since it's a sidequel set in the same universe, a better Blade Runner sequel than 2049 and Denis Villeneuve is one of my favorite filmmakers. Go figure.
