The problem that I have t8 Steve is that he is so much less of a boxer than he was in previous games.
Back then, his shoryuken was not used as often because it was limited to PAB. So when Steve players used it, it was this kind of an "oh shit!" moment because of how crazy it was. But now it's an important aspect of his block and whiff punishment as well as a lightning screw/samsara esque panic button.
And there's just so many more non-boxing like moves such as ub2, LH2 and LH 1+2 that make no sense for a character like Steve to do on a regular basis.
Throwing out haymakers is super risky for boxers as it leaves them wide open. Boxing is about minimizing risk and checking the opponent with low risk low-medium reward moves that yield high reward when carefully and properly timed. I really wish Namco understood that.
