EXCL: Disability benefits are “not fit for purpose” and entire assessment system must be redrawn as part of radical welfare overhaul, govt’s review of personal independence payments says.
The Timms review, commissioned in aftermath of Keir Starmer’s u-turn on welfare cuts, will conclude the points-based system of assessment is in effect worthless because of rising number of new conditions – particularly relating to mental health – that fluctuate in severity.
Its findings make it likely the govt will not pursue using a harsher points-based system and instead will explore much more root-and-branch welfare reform.
