“I would like to bring to your attention an issue that I believe deserves far greater international scrutiny than it has received.
In January 2025, South Korean President Yoon Suk-yeol formally requested fact-finding regarding the Association of World Election Bodies (A-WEB), describing it as one of the alleged ‘hubs’ connected to election-related concerns.
This was an extraordinary act.
A sitting president does not casually identify an international organization headquartered in his own country as an election-related hub.
The President of the Republic of Korea is the nation's highest constitutional authority. He has access to intelligence briefings, classified security assessments, and information unavailable to ordinary citizens.
The obvious question is:
What did the President know, and why did he believe A-WEB warranted judicial inquiry?
Unfortunately, this question was never seriously explored.
The Constitutional Court rejected requests for additional fact-finding.
As a result, one of the most important questions in modern Korean political history remains unanswered.
This is particularly troubling because A-WEB is not a minor NGO or an academic forum.
A-WEB was designed during the Lee Myung-bak administration and formally launched during the Park Geun-hye administration as a global election-governance organization headquartered in Seoul.
Over time, it developed extensive connections across South Korea's political establishment, including figures from:
- ruling and opposition parties,
- election authorities,
- academia,
- the legal community,
- major media organizations,
- and business circles.
It became, in effect, a transnational election-governance network with deep domestic institutional support.
Its international activities deserve even closer attention.
A-WEB and projects associated with its ecosystem have repeatedly appeared in countries that later experienced:
- disputed election results,
- recounts,
- allegations of fraud,
- violent unrest,
- annulled elections,
- and institutional crises.
Examples include:
- Iraq,
- the Democratic Republic of Congo,
- Kyrgyzstan,
- and other countries where election technology and infrastructure projects became highly controversial.
Whether these controversies prove wrongdoing is a separate question.
The point is that a pattern of repeated international controversy exists.
Yet despite this record, there has never been a comprehensive independent investigation into why South Korea's sitting president considered A-WEB serious enough to identify as an election-related hub.
This raises broader concerns.
Election administration lies at the heart of national sovereignty.
When election governance becomes concentrated in transnational networks involving governments, international organizations, technology vendors, and unelected institutions, democratic accountability becomes increasingly difficult to maintain.
For many observers outside Korea, the central issue is no longer partisan politics.
It is this:
Why did the President of South Korea publicly raise concerns about A-WEB, and why was there no transparent and independent effort to determine whether those concerns had merit?
A democracy should not fear questions.
A democracy should fear the refusal to ask them.
Until these questions are fully examined, public confidence in both Korea's election governance system and the international networks surrounding it will remain under a cloud of uncertainty.
I hope this issue may be worthy of your attention and consideration, given its implications for election integrity, democratic accountability, and the growing influence of transnational governance networks.
