There is nothing like if they heard islam but heard bad propaganda too Allah won't make them responsible. He will.

And spreading message islam, enjoining the right, trying to prevent wrong is good deed & kind of obligatory (fard kifayah) in islam (If enough muslims make the duty, rest of the community is absolved the sin of not doing it)
