@ClintVSmith@MariaSherwood2 It was a good move. A calculated per diem expense bulked paid monthly. Time, money, low grade opportunity cost effective. Eg ministers always got their staff to do receipt reconciliation; Min Services had staff dedicated to administer: why should that cost be lumped on taxpayers?
