While QBFT and PoA are understandable choices for deterministic settlement, Byzantine Fault Tolerance was originally designed for adversarial environments with potentially anonymous or untrusted validators. In a wholesale CBDC system composed of regulated, identity-known institutions, applying a BFT-style replicated consensus model may introduce unnecessary coordination overhead and latency costs for what is fundamentally a trusted low-latency liquidity settlement network.
