One of the early narratives of the BJP, particularly around 2014–15, was that India had suffered because intellectuals and the traditional elite had dominated policymaking for too long. The argument had merit. An excessive emphasis on degrees, credentials and intellectual debate, without sufficient focus on execution and outcomes, had produced an elitist policymaking culture. The Congress establishment was frequently criticised for being dominated by people with impressive academic backgrounds but limited connection with the realities of ordinary Indians.
Thinkers such as Arun Shourie were increasingly marginalised. With time, voices from academia, technology, science, economics and public policy seemed to lose space. BJP team started seeing dominance of political communicators whose primary strength was rhetoric, media visibility and electoral mobilisation. A democracy does not always have to choose between intellectuals and mass politics. It needs both political legitimacy and institutional expertise.
By the third term, one can see a growing concern that policymaking is increasingly shaped by short-term political incentives, announcements and electoral calculations rather than by rigorous evaluation of long-term economic and institutional consequences. Schemes such as Ladli Behna and abuse of programs like Skill India raise many question.
India does not need to be governed by intellectuals, but it also cannot be run with a short-term trader’s mindset. The constant chase of immediate gains, headlines and electoral returns will not help us. It needs a system in which politicians listen seriously to economists, engineers, scientists, technocrats and policy experts.
