For Arsenal it would have been a last minute desperate call for a player they considered worth 80m max when it was evaluated.
You can call it an issue or a virtue, but the fact they would go up to 120-150 for Vini or Julian tells me price is not an issue when they see a proper level raiser.
Barcola and Rogers where price capped and their clubs found other clubs willing to pay more than Arsenal. Such is life.
