The naira-for-crude policy launched in late 2024, indeed, sought to stabilise the naira and support domestic refining by arranging for the Nigerian National Petroleum Company Limited (NNPCL) to supply crude oil to Dangote Refinery in naira, allowing the refinery to sell products locally in naira and cut reliance on dollar imports for fuel.
This arrangement proved unsustainable because NNPCL operates most of Nigeria’s oil fields through joint ventures (JVs) with international oil companies such as Shell, ExxonMobil, Chevron, and others; under these JV agreements, the international partners are entitled to their equity share of the produced crude, which must typically be settled or lifted in dollars to meet their contractual and operational requirements, limiting how much crude NNPCL could allocate on purely naira terms without disrupting partnerships or cash flows.
As Dangote scaled to higher processing volumes, the shortfall in naira crude forced greater dollar-based sourcing, exposing the refinery to exchange rate risks and leading to the 13 July 2026 decision to sell products in dollars; while policy execution had weaknesses.
Hence, this outcome results from deep-rooted sector constraints around JV dollar obligations and production realities that long predate recent governments, not merely a lack of seriousness or infrastructure planning.
