The story here is not just the previous rape. Or the most recent one. But the fact that the VICTIM was handcuffed by Gardai and arrested when she attempted to report the attack. After being raped on a Dublin City derelict site by this savage. No explanation as to WHY she was arrested. This is not a one off for Gardaí when it comes to rape victims.
