There are many reforms underway, and there are real gains that should be acknowledged. But kulang pa talaga ang resulta, especially when measured against the scale of our problems and the resources already available.

For instance, the country now has the largest education budget in our history. In 2026, the education sector received ₱1.345 trillion, equivalent to 4.36% of GDP, making it the first time the Philippines has met UNESCO’s recommended benchmark for education spending. That is a significant achievement and reflects a serious commitment to education.

But a historic budget must also translate into outcomes that learners, teachers, and communities can actually feel. We should be seeing classrooms built faster, teacher vacancies filled, learning materials delivered on time, and funds reaching schools and qualified LGUs without unnecessary delays. We should also see more learners reading, writing, and performing at the level expected of them.

The issue is no longer simply whether programs and budgets exist. The question is whether implementation is fast, coordinated, and effective enough to match the urgency of the challenges we face. #SONA2026
