राज्य की उच्च शिक्षा में बेलगाम प्रशासनिक हस्तक्षेप पर अंकुश लगाए @NitishKumar !

बिहार विश्वविद्यालय ���धिनियम,1976 एवं विश्वविद्यालय अनुदान आयोग के विभिन्न अधिनियम, नियम एवं परिनियमों के अनुसार राज्य के अंदर अवस्थित विश्वविद्यालयें स्वायत्त संस्थाएं हैं। परंतु, विगत वर्षों में बिहार राज्य की विश्वविद्यालयों/महाविद्यालयों के क्षेत्राधिकार में उच्च शिक्षा विभाग, बिहार सरकार का अनावश्यक एवं गैरकानूनी हस्तक्षेप बिहार के उच्च शिक्षा की गुणवत्ता में नकारात्मक प्रभाव डाल रहा है।

बिहार के कुलाधिपति (@GovernorBihar) ही कानूनी तौर से बिहार की विश्वविद्यालयों के सर्वोच्च नियामक हैं। परंतु राज्य के एक अधिकारी द्वारा माननीय ��ुलाधिपति के कार्यक्षेत्र/अधिकारक्षेत्र में बारंबार हस्तक्षेप करके उनके पद की गरिमा को ठेस पहुंचाने का दुस्साहस किया जा रहा है। यह समझ से परे है कि के.के पाठक (अपर मुख्य सचिव, शिक्षा विभाग, बिहार सरकार) को किसने यह अधिकार दिया कि शिक्षा जगत के प्रबुद्ध लोगों को अपमानित करके अपनी विफलता में सफलता की झूठी प्रतिमूर्ति स्थापित करे।

शिक्षा विभाग के अप्रत्याशित हस्तक्षेप से यह भ्रम की स्थिति बनी हुई है कि विश्वविद्यालयों में कुलाधिपति के आदेश का पालन किया जाए या शिक्षा विभाग के आदेश का। इस असमंजस की स्थिति से विश्वविद्यालयों में शैक्षणिक एवं प्रशासनिक वातावरण का निरंतर क्षय हो रहा है।

हम बिहार के माननीय मुख्यमंत्री @NitishKumar एवं शिक्षा मंत्री @VijayKChy से यह मांग करते है कि राज्य की उच्च शिक्षा में बेलगाम प्रशासनिक हस्तक्षेप पर अंकुश लगाए। साथ ही, विगत महीनों में उच्च शिक्षा विभाग द्��ारा जारी किए गए कई गैरकानूनी पत्रों/आदेशों को अविलंब वापस लें।
