I was long under the impression that a shiny legendary encountered from a raid wouldn't flee. But from the help chat, apparently it's possible for it to flee from the first ball, even if you have another 19. @PokemonGoApp , maybe this could be in your guidance?

@PokemonGoApp And no, it wasn't speed-locked; I completed the raid and encounter while stationary. It wasn't the phone, as I tried it on another phone to the same effect. And I completed raids earlier and later which performed as expected.
