The Commander-in-Chief can authorize small scale limited engagements specially to protect US interests without Congressional approval. In fact he could occupy for 60-90 days if he wanted.

In this case the mission was completed and troops extracted.

@cwebbonline Congressional approval is not needed to serve a warrant for arrest of a criminal dictator. The bombing was performed on a military installation to provide cover for the troops serving the warrant.

This is not a war nor is it a large scale operation it was a limited engagement.
