RH8 High recommended!!!
Workaround: Slowly push forward the scrap and always keeping full throttle while spam rdpad. Then open interation menu and continue the steps.

I guess we gonna have more two payloads before the new DLC launches so I bet the next one will be the Tornado/Christine based event.
