- You have the control of your documents more than anyone else e. (Your owned it!)

You approve of the agent for submitting to FAM, which is equivalent to you being an indirect submitter.
Even if FAM fakes the documents, it would still be your fault when not reviewing the final document which was submitted to FIFA.
