Italy – Regional laws forbid killing strays; dogs are housed in municipal shelters until adoption, with public campaigns to encourage responsible pet ownership.
These countries recognised that compassion and control are not opposites. Humane solutions require patience, resources, and respect for life - not mass culling disguised as ‘protection.’
