The orgs that have been pushing these bills over the last several years insist that caste discrimination is pervasive in the diaspora, and yet they've failed to produce a single robust empirical study demonstrating as much. In fact, what few studies we do have indicate that it is a minor issue among first gen immigrants, and that caste largely loses its salience among the second gen. All parties also acknowledge that discrimination on the basis of caste is covered under existing law.
So then what's the purpose of these laws? I think there are two big ones:
First: the existence of such laws strengthens the narrative that the Hindu diaspora is rife with casteism, a POV grounded in a particular ideology (Indian leftism, which in turn draws from the missionary critique of "Hinduism") that sees Hinduism as inextricable from caste and casteism. This is why the lack of empirical data has not historically been an impediment to activist groups pushing for these laws. It's never been about addressing actual discrimination.
Second: if you have laws on the books that ban caste discrimination, then it creates a demand for experts who can define it, teach people what it is, and train ppl to identify it. This creates the administrative machinery for these same activist groups to create and reify social categories that currently have no salience among diaspora Hindus. Through education, training, and legal codification, they can effectively create caste consciousness among Hindus where it does not exist.

The way strangers respond to her in person is not like normal politicians, they want to know her and feel safe opening up to her.
