1) You say the US census "currently counts, for purposes of voting power, all people in a district, regardless of citizenship." This isn't a new thing. Outside of the Trump administration, this has been the procedure since, wait for it, 1790. Also, you're oversimplifying the reason to suit your agenda. As Census dot gov states, "It helps the government decide how to distribute funds and assistance to states and localities."
