It's not the liquids that break it down - it's the bacteria IN the dirty water/soil that breaks it down
So there's no need to coat the inside of the bottle

I'm not an expert, but going off of the words used, it's not water soluble - it's biodegradable
That means that the water doesn't break it down - it's the bacteria and other organisms in non-sterile liquids that break down the plastic

Obviously decay rates are faster in compost compared to a cabinet - unless you store compost inside your cabinets, which is weird

Even if you can prove it definitively, it's a long legal process
