🚨 How Did a Cooperative College Get N1.08 Trillion for 2,791 Capital Projects?

Our review of the 2026 FG budget reveals that the Federal Cooperative College, Oji River (@fedccojiriver), has been allocated N1.08 trillion for 2,791 capital projects spread across the 36 states in Nigeria and the FCT. This means a single federal cooperative college is expected to implement thousands of projects with nationwide coverage from Abia to Zamfara, Sokoto to Bayelsa, Lagos to Borno, and across the FCT.

These projects include:
🛣️ Road and drainage constructions
💡 Solar streetlight installation,
🎓 Digital learning centres,
🌾 Supply of rice and empowerment materials,
⚽ Construction of football pitches,
🏥 Medical outreaches,
♻️ Plastic recycling and processing plants,
🩺 Dialysis centres,
🚑 Ambulance supply e.t.c

Yet, the College's core mandate is to advance cooperative education and practice through capacity building, research, innovation, leadership development, and support for sustainable livelihoods.

Even more concerning, many of these projects have no clearly stated implementation locations, making citizen oversight and project tracking extremely difficult.

To put this allocation in perspective, the N1.08tn earmarked for FCC Oji River alone is greater than the combined allocations to six key ministries:

🏝️ Federal Ministry of Tourism - N21.76bn
🎭 Federal Ministry of Arts - N70.53bn
📡 Federal Ministry of Communications - N85.56bn
⛏️ Federal Ministry of Solid Minerals Development - N156.84bn
🔐 All six agencies under the Federal Ministry of Interior - N723.62bn

This raises important questions:
❓ Why is a cooperative college implementing projects far beyond its statutory mandate?
❓ How were these projects assigned to the institution?
❓ How can citizens track projects with no clearly defined locations?
❓ What accountability mechanisms are in place to ensure value for money?

At a time when Nigeria faces significant fiscal pressures and relies heavily on borrowing to fund public expenditure, public resources must be allocated transparently, strategically, and through institutions with the capacity and legal mandate to deliver results.

A budget item without a clear location, defined beneficiaries, and a responsible implementing agency creates fertile ground for waste, inefficiency, and weak accountability.

Former Hamas hostage Ilana Gritzewsky testified before the 62nd session of the UN Human Rights Council in Geneva on Tuesday about the sexual violence perpetrated against hostages taken captive during the Hamas-led October 7, 2023, invasion and massacre.

During her testimony, Gritzewsky accused the UN special rapporteur on violence against women, Reem Alsalem, of denying evidence that such crimes against women occurred.

“On October 7 and in captivity, Jewish women were raped, abused and humiliated. And you, special rapporteur, you choose silence and denial,” Gritzewsky said at the Palais des Nations, addressing Alsalem, who was in attendance.

The Biblical illiteracy shows itself over and over again.

John the Baptist was prophesied about himself centuries before his birth. To change his message is not simply to “point to purity” it is to distort what Isaiah and Malachi said about him centuries before he emerged; his entire self identity was based on their framing of his purpose:

Isaiah 40:3-5

The voice of one crying in the wilderness:
“Prepare the way of the Lord;
Make straight [a]in the desert
A highway for our God.

Every valley shall be exalted
And every mountain and hill brought low;
The crooked places shall be made [b]straight
And the rough places smooth;

The glory of the Lord shall be revealed,
And all flesh shall see it together;
For the mouth of the Lord has spoken.”

Malachi 3:1

 “Behold, I send my messenger, and he will prepare the way before me. And the Lord whom you seek will suddenly come to his temple; and the messenger of the covenant in whom you delight, behold, he is coming, says the Lord of hosts.

Malachi 4:5-6

See, I will send the prophet Elijah to you before that great and dreadful day of the Lord comes. 6 He will turn the hearts of the parents to their children, and the hearts of the children to their parents; or else I will come and strike the land with total destruction.”

John 1:23

He said, “I am the voice of one crying out in the wilderness, ‘Make straight the way of the Lord,’ as the prophet Isaiah said.”

Matthew 11:7-15

As they went away, Jesus began to speak to the crowds concerning John:

“What did yougo out ninto the wilderness to see? A reedshaken by the wind? 8 What then did you goout to see? A man2 dressed in soft clothing? Behold, those who wear soft clothing are inkings’ houses. 9 What then did you go out to-see? Truly, I say to you, among those born ofwomen there has arisen no one greater thanJohn the Baptist. Yet the one who is least inthe kingdom of heaven is greater than he.12 From the days of John the Baptist untilnow the kingdom of heaven has sufferedviolence,4 and the violent take it by force.13 For all the Prophets and the Law prophesied until John, 14 and if you are willing to accept it, he is Elijah who is to come. 15 He who has ears to hear,5 let him hear.

Jesus made the identification clear himself. To suggest that the real message was about Tawhid is textually bankrupt. John’s purpose was to identify and verify the identity of the Messiah; and Isaiah and Malachi makes clear who that person is;

A) The glory of the Lord shall be revealed,
And all flesh shall see it together;

B) Behold, I send my messenger, and he will prepare the way before me. And the Lord whom you seek will suddenly come to his temple

In John the Baptist’s words:

Luke 3:16

John answered them all, saying, “I baptize you with water, but he who is mightier than I is coming, the strap of whose sandals I am not worthy to untie. He will baptize you with the Holy Spirit and fire".

John 1:15

 (John testified concerning him. He cried out, saying, “This is the one I spoke about when I said, ‘He who comes after me has surpassed me because he was before me.’”)

Why is this framing avoided by the Quran? Well because then it would have to define Kalimatun minhu and Ruhun minhu based on what the Bible demonstrates; Jesus as pre-existent (he was before me), and divine (the Lord whom you seek). Why? The uncreated God, whose self revelation is complete and eternal as he is—and is one Spirit with him as it is of him and represents him fully—sent that self revelation into the world. That is Jesus. That’s what and who John the Baptist was speaking about.
