Dr. Muganga was born in Seeta, Mukono District, Uganda. He enrolled at Makerere University in 1998 and graduated in 2002.
Following his studies, he relocated to Rwanda, where he acquired Rwandan citizenship. In 2009, he moved to Canada to pursue further education as a Rwandan citizen.
While residing in Canada, his Rwandan passport and national identity card expired in 2014. He chose not to renew these documents and instead returned them to the Rwandan authorities.
In 2019, he returned to Uganda as a Canadian citizen, having allowed his Rwandan passport to expire without seeking its renewal. Since then, he has permanently settled in Uganda, his country of birth.
This raises an important question: Does the surrender of his Rwandan passport and national identity card amount to a formal renunciation of Rwandan citizenship? If so, was that renunciation officially accepted and approved by the relevant Rwandan authorities?
If the renunciation was formally approved, then it could be argued that he no longer holds Rwandan citizenship. In that case, if required by law for eligibility to a ministerial position, he could similarly undertake the legal process of renouncing his Canadian citizenship and retain only Ugandan citizenship.
My good friend Burora, your claim that Dr. @ReachDrMuganga didn’t consult is baseless. He has long consulted in public & private. After years of running partisan media battles & weaponizing exposure, you have no standing to lecture him. If you criticise, produce evidence.
I disagree with you. Our dear MPs need those cars urgently. Imagine meeting an MP on a boda. Who are doctors in this society anyway? We can do away with them. We can ask pastors to be deployed in hospitals instead. After all, they won’t need to be paid, it’ll be the patients paying tithe. Isn’t that better logic, bro?
It seems that in Uganda, some people believe certain citizens are more entitled to speak on public matters than others. I have seen many attacking @SheilahGashumba simply for expressing her views on the Muganga’s issue.
The criticism that she should only stick to discussing bars or entertainment is both unfair and misguided. She is a Ugandan citizen, and like every other citizen, she has every right to voice her opinions on issues of public interest.
We can disagree on principles, ideas, and arguments without resorting to insults, body-shaming, or degrading language. Demeaning someone’s appearance or character is not a sign of a strong argument…it is often a substitute for one.

Kigali - model city for the developing world!
There is actually no city like Kigali, the capital of Rwanda 🇷🇼.
During my visit this week I didnt see one piece of garbage in the streets. Not the tiniest plastic product!!!!
Every single person riding a motorbike, even all passengers, wear helmet. We traveled fours hours by car to northeast Rwanda. There was not one pothole. Streets in Kigali have pavements.
This is what we may be used to expect in East Asia. But in Africa? A city of two million which is clean as a pristine mountain creek?
Added a city which its completely safe. A girl can walk any street at night without fear.
How did this miracle happen? Coming out of the horrible genocide of 1994, a new Rwanda was created. There is no rocket science. It’s about the brilliant leadership of President Paul Kagame and about the hard work and the discipline of the Rwandan people.
What is inspiring is this: If Rwanda can, all of Africa can.
If Rwanda can, all of the Global South can.
